You can complete this without using any combat skills at all, if you have the stealth skills – though not without causing at least one death in a sneaky, indirect way. You might want some levels in your pacifist skills before starting the mod though. Note that although the quest encourages you to “think like a thief”, you don’t even have to commit any crimes.
Epic, long quest and 100% pacifist completable, even gives bonus rewards for non-lethally completing some of the quests. Unless your definition of pacifism precludes breaking machinery, this quest is actually 100% pacifist completable.
